Bài viết mẫu IELTS Writing Task 2 dạng Opinion Essay
Introduction
In modern society, although most people treat public property with respect, it is not uncommon to see damages done to buildings, statues or public facilities. When it comes to how the punishment should be measured, some people suggest that offenders do community service to make up for their doing, instead of fine or imprisonment. In my opinion, however, offences of damage to property can vary in seriousness, thus a series of punitive measures will be needed.
Body Paragraph 1
For minor incidents of damage where replacement costs are minimal, light punishment, such as community work, should suffice. For instance, if a person is accused of scratching a garden bench, or drawing on walls of buildings, he can be required to repair the damage or clean up graffiti as compensation. This form of punishment can also be applied to underaged offenders who are not criminally liable, because for adolescents, participating in community work can be educational, whereas heavy penalty is likely to bring out rebellious reaction. In short, serving the community as a punishment would be sufficient for inconsequential property damages.
Body Paragraph 2
However, legal sanction needs to be considered when offenders have caused damage of great value to public property. For one thing, financial penalty can be justified when the damage is excessive, let alone property destruction. It would also be reasonable to charge a person who intentionally leaves a mark on heritage properties or archaeological sites, even if the wreckage is insignificant. For another, serious damages involving dangerous criminality, such as arson, should be prosecuted by law, with more deliberate sentencing. These offences will not only cause permanent impairment to public property itself, but also pose risks for people’s life.
Conclusion
In summary, punitive measures regarding damage to public property assets would need to take into account of many factors, including the level and form of damage, the nature of property and offenders. Therefore, community service, financial punishment, and imprisonment will all be needed in different situations.
